Added deploy targets for working, preivew, and live
Uses filter substitution for environment-specific config data, with build.properties as the filters file.
Targets now depend on a minimum number of other targets, fully exploiting ant's dependency checking mechanism.
Targets no longer depend on clean, except for the default target.
Made numerous other improvements

Added build scripts
